Factory License in Thailand

Your Guide to Factory Licensing With SiamConsult

Planning to run a manufacturing or large-scale production business in Thailand?
You’ll likely need a Factory License under Thailand’s Factory Act—primarily if your operation uses industrial machinery, produces emissions, or exceeds specific energy thresholds.

This license is required for sectors such as food processing, textiles, cosmetics, electronics, plastics, and chemicals. Without proper licensing, your facility risks shutdowns, fines, or denial of power and water services. The process can be complex, but with the appropriate support, it becomes manageable and predictable.

Pros and Cons of a Factory License

  • Pros:
    • Legally required to operate most manufacturing and industrial businesses in Thailand
    • Ensures access to utilities (electricity, water) and legal protection
    • Builds trust with partners, clients, and regulatory authorities
    • Streamlines cooperation with environmental and safety agencies
    • Allows for smooth expansion, export, or relocation of operations
  • Cons:
    • The application process can be technical and time-consuming
    • Strict compliance with environmental, safety, and zoning regulations is mandatory
    • Non-compliance can lead to shutdowns, fines, or legal problems
    • May require multiple inspections and documents before approval

Factory License in Thailand – Step-by-Step Guide with SiamConsult

Planning to open or operate a factory in Thailand?
You’ll need an official Factory License issued by the Department of Industrial Works (DIW), Ministry of Industry.
This license is required for all manufacturing businesses that have machinery exceeding 50 horsepower or employ more than seven workers.

Step 1: Assess If Your Business Needs a Factory License

  • Factories in Thailand are classified into three types (Type 1, 2, and 3). Only Type 2 and Type 3 require official licensing.
  • Type 3 factories—those with large operations or significant environmental impacts—require full licensing before the commencement of construction or operation.
  • SiamConsult will help you identify your category and advise on the exact requirements.

Step 2: Register Your Business and Secure a Suitable Location

  • Register your company with the Department of Business Development (DBD).
  • Find a location zoned for industrial or factory use. Zoning is crucial—many provinces have industrial estates or designated areas.
  • Obtain proof of land ownership or a valid long-term lease.

Our team can assist with local licensing, land, and business support in KrabiAo NangKoh Lanta, Phuket, Phi Phi Island, and Phang Nga.

Step 3: Prepare Technical and Environmental Documents

  • Prepare a detailed factory layout and machinery plan, certified by a qualified engineer.
  • For certain industries, an Environmental Impact Assessment (EIA) may be required.
  • Gather documents on waste treatment, fire safety, and pollution control systems.

Step 4: Submit Your Factory License Application

  • SiamConsult will prepare your application and submit it to the Department of Industrial Works (DIW).
  • Required documents include company registration, land documents, engineer-certified plans, and environmental reports.
  • Application fees vary depending on the factory size and type.

Step 5: Factory Inspection and Authority Review

  • Authorities will inspect your premises to verify compliance with safety, zoning, and environmental regulations.
  • SiamConsult coordinates the inspection and provides support if additional documentation or adjustments are required.

Step 6: Obtain Your Factory License

  • Once approved, you’ll receive your Factory License (Ror.Ngor.4).
  • This license must be displayed at your facility and renewed in accordance with DIW requirements.

Step 7: Ongoing Compliance and Renewals

  • Maintain strict compliance with safety, labor, and environmental regulations. Regular inspections are possible.
  • SiamConsult assists with annual renewals, compliance checks, and updates if you expand, relocate, or change your factory operations.

How SiamConsult Can Help

  • End-to-end application support
  • Technical document preparation and engineering consulting
  • Liaison with DIW and other authorities for a smooth, fast approval
